Somehow I cannot find the setting that limits image upload file/dimension size for user submitted events. Where do I set that? Thanks in advance,

That’s under Events > Settings > General > Image Sizes.

For multisite that’s in the Network Admin, if installed in Network mode I might add. Thanks.
