Looks like a plugin conflict. Deactivate all your plugins and then reactivate them one by one to find out which is causing the problem.

Try switching to a different Theme (eg TwentyFourteen) and see if Menu reappears.
Then switch back to Czr.
Assuming it used to work, what changes have you made between working/not working?

1. You are using a cache. When you deactivate all plugins to find the conflict, leave the cache activated, but clear the cache every time you change something. It’s likely that deactivating the plugins would resolve the problem, but you are seeing an old cached version of the page, so you can’t see that it’s been solved.
2. Are you using a child theme? It’s possible that something in your child theme is doing this. If so, try the parent.

I just had the same problem. Menu was visible only in min-width displays of the site. However deactivating all plugins and clearing cache solved it.
