i need a good app/web directory, WordPress suitable?

hello
i need a good app or website for local directory and i’m in the middle of decision do it by myself or hire someone if it too hard.

the feature i need:

– directory database that ready for input
– maps, direction if possible
– pictures/ video
– comments/reviews
– like button
– social network share button
– member system
– user/login system
– favourites
– multi- language support
– payment system
…..maybe more in the future

i’m not a tech guy and study a little about WordPress. i think it can fulfil my needed features but i don’t know what exactly to do, the process, and the technical term make me headache. i sure i could learn but don’t sure the time allow. so could you give me some guidances, please

ps. i learn some feature have to pay. i will if not exceed the budget
