WordPress.org is where you are now…it is the open source site for WordPress where you can download the program, read/contribute to the documentation, download plugins and themes, get help in these forums….all for the price of “Free” 🙂
WordPress.com is where you can create a Free WordPress blog if you don’t already have one or if you don’t have a hosting account to upload your own….and you can probably buy some stuff there as well…I would imagine WP.com is what helps pay for WP.org.
Disclaimer….I’m not an official part of either one…just an outside user/helper, so others may be able to provide you more/better insight.

Thanks for this information, but still wondering how blogs get published on wordpress.com you know on the main page it has a whole lot of blogs listed.
They are HOSTED by wordpress.com.
If you download software from here (.ORG) and host yourself, you won’t show up on wordpress.COM.
If you use their free service, you will. You just won’t have as many options with plugins, themes and customization.
Thanks for the reply. Although, I have seen a few blogs on there that have their own domain names, that’s why I was a bit confused.
I believe you can pay something ($50 a year? not sure) to have your own domain name redirected to a wp.com blog. Of course, if you have your own domain name, why on earth would you want to do that when you can simply host your own wp blog for free? *shrug* And I have no answer to that obviously rhetorical question.
