    Yes by default it uses ip/cookie to prevent double rating. But there are ways around it like using a proxy as well.

    WP-Admin -> Ratings -> Ratings Options. Under “Ratings Logging Method” set “Logged by Cookie and IP”

    If it does not work, try using the default twentyforteen theme.
