Theme editor not installed

    Hello,

    After installing WordPress 3.9.2 on my 2 domains and selecting the 2011 theme for both, I noticed that the “theme editor” in the Appearance section below background was not there. The website in question is http://www.howtobuy.info.

    Can you please tell me why this happened in one installation and not the other and how to fix it?
