Plugin and WordPress Questions

Is there a plugin (or it it native to WordPress) that allows to do the following:
1. Allows users to register (and await final approval by Admin), but can only be APPROVED by someone in the Administration role.
2. User registration would gather address, phone number, etc.
3. Can compile user registration data to be viewed as a “member directory”
4. The member directory would only be viewable by a user that is logged in
5. Adminstrators/Author/Other Power User can setup photo albums (ie. Annual Picnic 2006)
6. Registered users can ONLY upload photos to the albums that Admins had setup in bullet point #5.
7. Photos can only be removed by the register user that uploaded the photo or by an admin.

Any thoughts anyone?
