MS Access style configuration

I’ve been tasked with transferring information recorded in spreadsheets into a web based system. Each spreadsheet is an individual set of information relating to tasks in a client’s business. I was shown some MS Access forms as an example of what is required. Ideally I can use WP

The idea is to be able to view all records on one page, then click on one of them to open and to edit it. Also to be able to scroll from single record to single record, plus add, delete, search etc

Does anyone know of something I can use for this? (I had thought about adapting phpmyadmin as it has all the functionlity, but I’m too out of touch with the way the PHP is written. Plus is is too complex for the people who will be using it)
