Error importing settings?

    I exported the settings from the W3 plugin by clicking
    General settings > Export configuration: > Download

    This downloaded a file to my local disk called:
    http://www.exceldepartment.com

    I later wanted to upload these settings. So I clicked:
    General settings > Import configuration > Choose file + Upload

    But now I got the error message:
    451 Unavailable For Legal Reasons
    The server was unable to complete your request.
    Please contact the server administrator, root@localhost and inform them of the time the error occurred, and anything you might have done that may have caused the error.
    More information about this error may be available in the server error log.

    How can I upload my settings file?
