Error importing settings?

I exported the settings from the W3 plugin by clicking
General settings > Export configuration: > DownloadThis downloaded a file to my local disk called:
http://www.exceldepartment.comI later wanted to upload these settings. So I clicked:
General settings > Import configuration > Choose file + UploadBut now I got the error message:
451 Unavailable For Legal Reasons
The server was unable to complete your request.
Please contact the server administrator, root@localhost and inform them of the time the error occurred, and anything you might have done that may have caused the error.
