This is strange and shouldn’t have that effect, probably a plugin is causing this mess.
The ROP plugin can’t work without the wp cron since this is required in order to properly check for new posts and post them .
I would suggest to deactivate the plugins one by one to get a better idea who do this.
But this only happen after I put this code
define( 'ALTERNATE_WP_CRON', true );
in my wp-config.php

Alternate WP Cron is not required. The plugin should be works without this code.
We recommend you talk to your host to solve this problem maybe it blocked the access.

I removed and added the code in wp-config.php again and I think it’s working fine now!
