Custom CCT work?

I have a very similar request to this poster:

You mentioned having set up this before for a client and I’m interested in commissioning you to do something similar for a site I’m working on. What I would need is a “link label” field for text and a “link url” field for the URL and the ability to generate a list of links via CCT Manager.

How should I proceed with this?
