If so you could try using the uploader in your site. So you download the theme and then head over to:
Admin –> Network (if applicable) Themes –> Add New
And then upload the theme there.
Or you could instead use FTP, you then download the theme and upload the unpacked version to your server:
/wp-content/themes/
Alternatively have a chat with your host and ask them to see why your site can’t make a connection with WP.org.

the problem was a plugin-compatibility issue.
solved by deleting the plugin “installer”

it was clear to me to use ftp.
still i wanted to know if the wp-servers where corrupted or things alike that. thats why i posted here.

When I’ve seen this in the past something was blocking connection. The last time it was a DNS issue preventing connection.
