Error when trying to view Plug-Ins

I recently downloaded the Dynamic Headers plug-in and began to set it up — created the header-images directory, made it writable, uploaded the images. At that point I was still getting an error that the header-images directory was not writable, so I decided to deactivate the plug-in so I could reactivate and see if it would work.
After clicking the deactivate button, a blank page came up with this error:

Now, whenever I click to view my Installed Plugins I get the same blank page and error. Plugin ‘Editor’ works fine, ‘Add New’ works fine. I logged out of WP Admin and back in with no results.
Not sure where to go from here.
