Make pdf not downloadable

    No, there is no way to disallow downloading. Embedding the PDF is exactly the same thing as offering it for downloading. If you don’t want people to download it, do not put it online.

    Actually, there is a way to make pdfs view only, with a google viewer iframe, with the file hosted in Drive, and download disabled in the file settings…

    You need to have an iframe plugin such as http://wordpress.org/plugins/iframe/
    in order to add an iframe in WP without it getting stripped. It’s not pretty, but it will do the trick.
