Redirect based upon URL parameter

Is it possible to redirect based upon a URL parameter. For example:

the source url is http://www.domain.com?redirect=http://www.domain.com/1

and we create a rule so that it would redirect to http://www.domain.com/1.

And . . . if the url parameter was http://www.domain.com/2, it would redirect to that page instead.

Ideally this would be done using one rule, but if necessary I could create a rule for each redirect.
