General Question

I’m not actually sure what version of WordPress I’m using. I can’t find anything that specifically tells me but I only downloaded and installed last week so I assume I have the latest version which appears to be 3.9.1.
I have a very simple question although that may not mean there is a simple answer: Where is my Plugins option on the main menu?
As far as I can tell from googling, my main menu, whatever you call it in WordPress, should have a Plugin option between Appearance and Users; mine does not.
I only installed WordPress the other day but I’ve already forgotten if it was ever on the main menu. I certainly didn’t remove it deliberately and don’t know how to remove it even if I wanted to do so. However, some programs are set up in such a way that it’s not hard for a beginner to inadvertently do something like remove a menu option so perhaps I did.
I’m not sure if the plugin option has been removed in the latest versions of WordPress (or at least whatever version I have) but I have to believe there is a way to get it back. Can anyone tell me what that is?
I would like to install a plugin I found but that apparently requires me to use the Plugin option on the main menu so I need to get that option back.
Any advice would be greatly appreciated.
