    I’m not sure I completely understand the question.

    You want to add a link to another site in your WordPress blog? Does your WordPress theme use the link manager? If so, just log into the blog, go to Links -> Add Link.

    If not, just edit the current theme’s sidebar.php. That’d be found under wp-content/themes/YourCurrentThemeName/sidebar.php
