Is there a way I can change the background in this theme to all be white, rather than having the top section black??

very easy
in style.css

background: #fff; /* #fff replace the original #000 */

Not a good idea to modify any theme files as those changes will be lost when the theme is updated. Use a custom CSS option or plugin or create a child theme
