Retrieving wordpress database without sql export file

Hi all

Hoping someone can help me.

i’ve been running wampserver locally on my computer with wordpress and annoyingly my pc died. i need to be able to get the site back up and running on another computer and i understand this is easy to do with the wordpress files and the sql backup file which you get when exporting the database from phpmyadmin. however unfortunately i do not have such a file

Is there any way i can retrieve the database and have the website the way it was just from the files i had on my hard drive at the time.
