I had this issue after upgrading to 3.8.2 and determined (with the help of my hosting company) the the includes file, update.php needed to be restored. Once restored, my website is back online but I cannot access my admin page. Not sure what to do next. My website is http://www.lpmarcom.com

Seems new version 3.9 just released.
I will switch to new version to see if issue could be resolved.

Seawind, the white screen of death is *generally* a PHP error.
Go in to your server and check the log, to see if there’s anything useful there. If you don’t know how, check with your host to see how to get at that log.
Also make sure you have a theme active! Sometimes when a theme goes corrupt, it will break like that.

issue resolved.
Issue related to one Free Template, my hosting company helped me to delete that theme, then i could visit the Wp-admin page, and login, then change to another theme..Then working fine now.
upgraded to 3.9
