Cached everything not being served

I saw similar posts, but didn’t want to hijack. I have gone through what I saw on the other posts as well, but the server does not show the cached content. It creates it, but will not show.

I am running Apache and WordPress on a Windows server that I have direct access to. I do not know how to confirm the permissions for .htaccess, but it is being updated as I change the settings in the plug-in, so I assumed the permissions are correct.
