Hope you followed the instructions on moving from here http://codex.wordpress.org/Moving_WordPress.
Seems more like the page is missing, could you use FTP and check if the file actually exists in the directory. If it doesn’t try to upload a copy of it from a backup or download the file from the WordPress installation and upload that specific file to the correct directory.

The file is there. We just simply moved the website to a new server and the urls did not change. Same site and home url. I have even uploaded a fresh copy of wp-login.php to the sub-directory where all the WP files are located. We moved the files over to a new server by moving them directly from server to server via WHM. I used this many times and never have had this issue.
But after doing all this still getting the 404 error. Any other suggestions?
Did you setup the siteurl & home properly after moving?

I didn’t change anything because its the same domain just a new server.
I did check in myphpadmin and the site url is correct. i wasnt able to see the home url in the options table.

ok did that.. and when i try to login to http://peoplefirstps.com/ps
i get this error
This webpage has a redirect loop
The webpage at http://peoplefirstps.com/ps/wp-login.php has resulted in too many redirects. Clearing your cookies for this site or allowing third-party cookies may fix the problem. If not, it is possibly a server configuration issue and not a problem with your computer.
Remove the .htaccess file from your “ps” directory
