    I am trying to understand the instruction about how to make a theme public – they’re not clear enogh for. I have four designs that I would like to convert into wp theme for the public

    I see every one of the template having some sort of lisence beside the readme file. Do I have to apply for it? Will someone review the theme? how that works…

    You are the author – you pick the license you want your theme to be released with/under.
    You don’t apply for anything. You decide whether you make it under GPL or CC or whichever makes you happy.
    You can publish a download link on your site for the theme – nobody ever will “review” it. Users will “vote” by downloading or not.
    I can’t remember how the theme viewer site works… but read their instructions.

    Of course, hopefully you have valid code in your theme; that should be a basic requirement.
