How to Increase Upload Limit in WordPress

    I am trying to upload a 195MB video file to my WordPress post. Each time I try I receive the following error message:

    Aseer-zadi.flv exceeds the maximum upload size for this site. Maximum Upload size 20MB.

    I have changed my php.ini (PHP 5.3) file (located in the Controlpanel/cgiManagement/PHPplus.html)
    upload_max_filesize = 200M
    post_max_size = 200M

    Please anyone tell me how to fix this issue.
