Getting wierd characters with rss import

I’m trying to import posts from an rss file from my old nucleus based blog to my new wordpress blog. The import is successful but all “‘” and other non-standard characters get replaced by a “?” or the like (depending on browser).

I’ve tried quite a few other methods of transferring the blogs but nothing has really worked so this definitely seems like it would be the easiest way. I just need to work out this one kink.
