error in static front page installation

    I have installed wordpress in a folder called seo-blog.

    Then I unzipped and copied the sem-static-front.php into this seo-blog folder.

    Then I ran the http://theseobible.com/seo-blog/sem-static-front.php and got this error
    Fatal error: Call to undefined function: get_settings() in /home/seobible/public_html/seo-blog/sem-static-front.php on line 39

    I am not sure what is wrong. can you advice what the instructions mean here http://www.semiologic.com/software/static-front/

    I have already created the home.php in root and in seo-blog folder, as not sure where is it supposed to be.

    please advice if you need any more information to help in troubleshooting.

    the home.php should be in your theme and not in your site root .

    wp-content/themes/your-theme/here

    2) sem-static-front.php should be in your plugin folder

    wp-content/plugins/here

    you should contact the author of the plugin.
