How to make header height flexible?

I am working on this page and would like the entire page to just fill the user’s browser. What this means is that the header (#masthead) image needs to occupy ~90% of the page. I’ve tried giving it a size in % but that just shrinks it to a tiny line at the top of the page. Any suggestions? I would very much appreciate the help!
