Can't submit – no other plugins activated

    Have you tried:

    – deactivating all other plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).

    – switching to the default 2014 theme to rule out any theme-specific problems.

    – resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.

    yes, I deactivated all and switched to basic theme, re-installed contact form 7. Didn’t know about resetting folders. Can I just delete plugins folder and make a new one, or will that mess wordpress up?

    It would better to rename the plugins folder as explained on the page I linked to above.
