After migration to localhost data not populating database

I have the backups for an old website and wished to install on localhost.

The site files were stored in a sub directory on a live site. I downloaded the WordPress files for the old site using ftp and generated a database backup from cpanel.

I have created a local site using Wamp; first downloading an older version of WordPress which matched the original download. I then created a database, using exactly the same database name; user; and password as the old site, and uploaded my database sql.gz file.

I copied the wp-content file from my old site into the wordpress folder in the www directory and checked the data base details in wp_config. I was redirected to the WordPress panel, entering log in details and finally accessing the dashboard. The WordPress site is there but as a new install with none of my pages or the updated theme.

The database was recognised and the tables are there but the data does not seem to have been imported to the new site. Any help would be appreciated.
