Missing Dashboard Menu Items WordPress 3.8

I’ve inherited a website to work on and it’s running wp 3.8.
On the admin dashboard page the side menu has the following items only:
posts
media
pages
slideshows
profile
tools
wp-filebase

I can’t see an option to add myself as another user with all privileges so I don’t know if it’s an access issue or a faulty installation.

If anyone can shed any light I’d be grateful.
