store wide banner plug in

I saw a plugin once that would show a site wide banner at the top of all your pages where you could type in text, but now cannot find it. I’m not sure if it was a wordpress plugin or woocommerce plugin and have searched on both websites but nothing like that comes up. I was calling it a store wide banner, so don’t know if my search words were correct; does anyone know of this plugin? or something similar, Thank you.
