Using the cached pages programatically?

Is there any way to use the cached pages on demand?

I’d like to serve cached pages when in maintenance mode, so only forms or other non-chached content would show a “maintenance mode” message.

I haven’t found anything like that. Can I use the cached pages on demand for my own “cached content maintenance mode” plugin?
