Logging problem

I have a problem with logging in to the new site.
I made the database (with Cpanel) on the server, uploaded WP 3.7.1, put all the necessary information in wp-config.php file, then went to the install page of WP, and entered the required information … Then I entered username and password and got the notice:
“ERROR: Cookies are not enabled or your web browser does not support. Cookies must be enabled to use WordPress.”
Because cookies was, of course, already enabled, I thought I wrote wrong
password, so I reset it, entered a new one and again the same thing.
Does anyone have an idea what the problem is?
