I’m using the latest version of the plugin and of wordpress.

Shipping costs are not correctly applied when the base rate is set but the item has no additional shipping cost.

This is my set up:
base shipping cost: 5.00
[wp_cart_button name="item one" price="20.00" shipping="0.00"]
[wp_cart_button name="item two" price="40.00" shipping="0.50"]

Adding item one to the cart does not add a shipping charge to the total. Shipping works correctly with item two (i.e. shipping for 2 x item two = $6.00).

FYI, looks like this is the problem:

line 327 of wp_shopping_cart.php onwards:
```
if(!empty($item_total_shipping))
	    {
	    	$baseShipping = get_option('cart_base_shipping_cost');
	    	$postage_cost = $item_total_shipping + $baseShipping;
	    }
	    else
	    {
	    	$postage_cost = 0;
	    }
```
Since $item_total_shipping can be 0.00 with a base shipping cost, I have just removed this if/else statement so that get_option(‘cart_base_shipping_cost’) is always checked.
