Sounds like your blog is hosted on WordPress.com? That software is a little different than what you get and install from here at WordPress.ORG.
If so, I don’t believe you have a Theme Editor there.
It’s hosted by ipowerweb but I downloaded the software from ipowerweb. I didn’t know there was a diff between .COM and .ORG. No wonder I’m so confused! I guess I’ll download from here, if I can find exactly where to go. As a rule of thumb, should I stay away from WordPress.Com??

Nah, you dont need to stay away from WordPress.COM. They’re the free “hosted” option for folks who don’t want to pay for their own webhosting. As such, there are a few limitations related to plugins and theme customization.
That being said… if you’re blog is actually hosted elsewhere, and you’re running a current version, you should be seeing the Theme Editor under Presentation.
Do you know what version of WordPress you’re running?
I believe it’s 2.0.1 or 2.0.2. Not exactly the latest and greatest, but 2+.
I used the ipowerweb 1-click installation of WordPress, by the way. Maybe this is a cheap-o version?
It should definitely be there… unless they, for some really weird reason, hacked it out.
There’s only one “flavor” of WordPress from wordpress.org.
Personally, I’d download it from here and install (see the Codex for install help). 2.0.4 is the most current and has some security fixes that you really want to start with.
I guess you lost some files or some data at the time of installation. We have version 2.0.2 and we dont see any problem with theme editor on our blog. Try to upgrade your blog to latest version and hopefully that will help.
Thank you so much. Believe me, it’s NOT there. I expected a much easier time of installation than this. It’s been pretty, um, un-smooth. Almost sent me packing to Blogger.
