Header overlapping widget?

I tried adding a widget to this site: http://leangreensolar.com

You can see the test widget I added. When I tried to move it up over to the top right corner, it appears that the header is covering it somehow, but I can’t figure out how. I tried adding a z-index, but ti was never on top of whatever was covering it up. Any help?

Also, related to this site, I also have noticed the unordered list bullets are not showing. I have tried adding them with list style type, but either I am not targeting the correct tags or something els sis overriding it I cannot see. Any suggestions?
