File Uploads

Hi all, I am somewhat new to the wordpress theme and I have a client who would like to have the ability to upload files. the curios thing is that it won’t let him. Now I ma not sure if it is the folder settings or something else, this worpress installation was done through fantastico, and I assume the defualt installtion would allow uploads but it doesnt’ seem to, can anyone help me with this matter? thanks,

Also Its best if I avoid plugins, but if it is a must go ahead.
