You should take into consideration that previous votes (the ones registered before you set a maximum number of votes allowed) are counted so, for example, if you set “Number of Votes per User:” to 2, if the user has already voted 2 times (before you set that restriction), next time he tries to vote he will get this message “you have run out of votes”.
Before setting a maximum number of votes allowed you have to delete the Logs for that poll (or at least the logs corresponding to the user you test the settings with).

Yes, of course, I expected that behavior and I did delete the logs for that poll. But I will rig up a quick test poll and repeat to see if I can reproduce.

Created new poll and specified 1 vote per guest-registered user. The registered user logged into the site, chose a answer, voted and received the message: “you have run out of votes”.

FYI, this is a multi-site and the registered user is registered to their own site. They are not registered explicitly on the polling site. The polling site is a simple, dedicated WP website devoted (in theory) to YOP, once I get it working. Meanwhile, I can use unrestricted voting, which does log by registered user, etc., but that’s a bummer.

We ran several tests and everything seems to be working properly.
Please run a new test and have a separate user, who never voted before, to choose an answer and vote.
