trying to insert new header image

Hi,
I’m trying to install a header image on a local installation. The html I’m using is

header { background: url(“http://localhost/wordpress/wp-content/themes/choices/images/dream.jpg”) no-repeat bottom center; }

for some reason all that is happening is that exact html text is being added to the top of my page. Can anyone see the problem? Any help appreciated!
