What is going on here?

In the title bar of the browser for the root address whatevertogether.com it displays the generic wordpress xxx blog heading. Yet its crystal clear and how i want it to be in both the index.php (if typed as follows) and the wordpress directory.

I’m new with wordpress but this goes against what I’d consider logic from experience with html and ftp’s.
