There could be a few reasons for that.
Could you provide some additional info to understand what’s going on?
– What is the exact error?
– WordPress version on your site?
– Last NGG version (if you are migration from)?
– MySQL current version (at least 5.2.4)?
– PHP version? (NextCellent works with PHP 5+)
– Other useful info: Safe Mode (ON/OFF) and Apache mod_rewrite
If you are supicious about the problem is related with theme and/or plugins, please provide the following info
– Hosting
– Themes & plugins installed.

As a second thought, there are plugins capable of stopping updates that could prevent the plugin from download.
Check if you are using one of those. thanks!
