"XML could not be loaded" error

    So I tried exporting a quiz to XML, then simply opened it in notepad and changed the name of the quiz and question (only 1 question) and I get this error: XML could not be loaded. Tried importing one directly after exporting and get the same error. Any ideas? Appreciate any help.
