Hiring someone to help

Hi! Terrified newbie here. Need to move my site from one hosting company to another and I’m paralyzed with fear about doing so myself. I see you’ve included links to Freelancer.com, but I’d like to know (a) what I should expect to pay for this, and (b) how to know who’s qualified to handle this. It’s a small personal site, but with a highly customized theme.
