Or just delete the theme and then reinstall it.
Also, you should NEVER modify the default theme – as it’s crucial for troubleshooting, and because all of your changes will be overwritten when WP is updated. If you want to make changes to a theme, create a child theme – http://codex.wordpress.org/Child_Themes

But i get this error when i replace the file via FTP:

Have you replaced the entire twentythirteen folder via FTP?
Yes same problem, i deleted the file, and the index.php
then i dragged a uncompressed file of the theme

Try deleting the entire twentythirteen folder – you should have a copy of twentytwelve theme in the themes folder – and WP will automatically use that and should let you login again.
Then reinstall twentythirteen via the Dashboard.

You should be able to upload a new copy of both of those folders via FTP – if that’s not working, sounds like you may have an FTP or server problem.
Uploaded both 2013 and 2012 same problem
I forgot to mention the whole cause of this problem.
I was trying to past some code into functions.php to customise the login logo for wp-admin.
Stuffed up the code and then started getting this error

Fixed problem, reinstalled wp
