After looking at the php file, I saw the if statement where “if user doesn’t have access to add new users, to show existing page” which lead me to do some digging.
I can’t access the /wp-admin/network/ it says I don’t have sufficient privileges. Which this is the one and only account, so I don’t understand what is going on.
Also renamed the plugins folder in the FTP so it is not a plugin issue.

Solved it, I had imported the database and the old instances of the admin (different name) wasn’t changed.
PHPmyadmin:
wp_sitemeta > site_admins > a:1:{i:0;s:8:”admin_here”;}
