No Plugins menu in WP-ADMIN

    I have a wordpress website and in one section on my website i have another wordpress ( for the blogue )

    – root ( main wordpress : everything is Ok with the admin panel )
    – Blog directories ( another wordpress for the blog : no plugin tab : check picture )

    Anyone know how i can add the plugin menu ?
