The wysiwyg editor didn’t change from version 3.5 to 3.6 or at least I didn’t notice any changes…
If it’s missing, then you’ll need to re-install. Also try a different browser. I had that happen to me last week and I finally had to close all my browsers, cleared my cache and rebooted my computer.

I am not familiar with 3.5 editor. two tutorial books by different authors show the WYSIWYG editor menu bar and it is very different from the one I see in version 3.6

You could try adding the advanced wisywig editor – http://wordpress.org/plugins/tinymce-advanced/
Maybe that will show you what you are missing?
If not, can you be more specific as to what you are looking for in the editor?
