Menu not working correctly

No matter what theme I try, the menu for mobile and small devices will not function, the collapsed menu, as you would see on an iphone. When I tap it nothing happens. This can be recreated no matter which theme I use. I have tried with and without the menu module. (under appearance)

Where would I even begin to look to troubleshoot this? I have tried the same themes on another wordpress install and the menu functions correctly. What did I break?
