3.6 Upgrade Failed on Multisite Network

I had a perfectly functioning Multisite network on WP 3.5.2 (with NO plugins), hosting with WordPress-recommended Bluehost.
I got a message to update to 3.6, and clicked my agreement. This seemed to work OK. Then I got a second message, this time telling me to upgrade my network, clicked on it, and got warnings:

My site’s WP-admin is not found on a search, so I can’t fix this from the dashboard. I have already tried clearing my browser cache and cookies, to no avail. In the WordPress support forums, I see others have reported similar issues with 3.6 and multisite, but no one has resolved the issue.
I heard that Bluehost and some others in the same group of hosts had some major problems about a week ago, but I didn’t experience them at all because I wasn’t online then. That issue was resolved before I did this upgrade. My site worked perfectly until I clicked upgrade.
I had a long chat with a Bluehost support technician, who said “You’re missing the file for it, as well as your settings.php is messed up”. She gave me a backup of my database which I don’t know how to use.
This has got to be either a host issue or a WordPress issue. I picked Bluehost because WordPress recommends them, and I’ve seen cooperation between them in the support forums. I asked the Bluehost livechat technician to get together with WordPress to fix this, and she said she’d refer the matter to the people who do that. Now I’m asking the people at WordPress to get together with Bluehost and iron this out.
