plugin for ratings & interest

Hi,
I had like to have a plugin for post ratings so that the registered users will be able to rate the posts they read.
In addition, I had like to be able to present content on the main page by the users interest. By that I mean that registered users who had rated some posts that were tagged as “technology” will see more posts that were tagged as “technology” then posts that were tagged as “nature” (if the user has less interest/lower ratings on this subject).

Is there a plugin that does all that? thanks! (:
